The Honorable Dr. Turner M. Spencer, former Hampton Vice Mayor and Hampton City Councilman is a professor emeritus and former Biology department Chair at Virginia Peninsula. After more than 30 years on the faculty, he has maintained connection with the College since 2008 through its Educational Foundation Board of which he is President Emeritus. He also served a stint as Vice President of the Foundation.
The retired U.S. Army Reserve major has affiliation with numerous civic organizations including Hampton Roads Transportation District Commission; Virginia Municipal League; Virginia Transit Association; Hampton Redevelopment & Housing Authority; National Association for the Advancement of Colored People (Hampton Roads chapter); Kiwanis International (Old Point chapter) and others. He also serves on alumni associations for Hampton University, Virginia State University, University of Virginia and the College of the College of William & Mary.
Among Dr. Spencer’s numerous awards and honors are Hampton’s 2006 Distinguished Hampton Citizen Medallion, Conference of Minority Public Associates’ 2006 Distinguished Service Award, Omega Psi Phi Fraternity Inc.’s 2006 Citizen of the Year Award and 2006 citations from the U.S. Congress, Virginia Senate and Virginia House of Delegates.
Dr. Spencer has Bachelor’s and Master’s degrees in Biology and General Science from Virginia State; a Master’s degree in Education from Hampton University and a doctoral degree in Higher Education Administration from the College of William & Mary.
